Open weights exist elsewhere. What does not exist elsewhere is a compute network that pays for itself, and that is the only part of this design without a precedent to borrow from.

A sampled audit does not catch every dishonest answer, and it is not supposed to. It makes serving dishonestly stop paying, which is a different and much cheaper thing to buy.
What Phase 1 does not include
Six of the eight surfaces in the catalogue are dark. They are listed anyway, with the phase that activates them, because omitting them would suggest the catalogue is the whole of what has been specified.
